You must submit the following information IN PERSON to your local Department of Revenue (DOR) branch. You cannot apply online or by mail. Cost is $18.00 for the non-driver’s license.
Voluntary Action Center (VAC) may be able to assist with the cost of an ID.

For a Non-Driver’s License/Identification You will need:
To surrender any out-of-state identification cards or licenses to the Missouri Department of Revenue office.
Your Social Security number (you do not need to bring in your Social Security card if you know your number).
If you do not have a Social Security number, you need to bring a letter from the Social Security Administration regarding your Social Security Number status.
Proof of name, and place and date of birth (e.g. U.S. birth certificate, citizenship certificate). Copies of birth certificates can be attained at the Columbia Health Department and Voluntary Action Center may be able to provide financial assistance for obtaining a birth certificate.
Proof of Missouri residence***(e.g. utility bill, pay check, or bank statement). Post office box addresses will not be accepted. You will also need to prove your mailing address if it is different than your physical address.
Proof of any name change, if applicable (e.g. certified marriage certificate, divorce decree, etc.)
For a Driver’s License you will need:
Cost: $10 for 3 years, $20 for 6 years. Voluntary Action Center (VAC) may be able to assist with this payment.
What to bring: Any/all forms of identification you have (old driver's license, social security card, corrections center identification if applicable, etc.); Income and Residence Verification letter***.
If you need to take your driving test to renew your license remember to ask for a driving permit after you pass the written test.
If all you need is identification, they will do that at the office as well and will give you a temporary paper copy. The permanent hard copy will be mailed to you.
If you have questions about the status of your license, they can tell you what the issue(s) is/are and direct you to the proper agency/phone number for information and solution.
***If you do not have a piece of mail for residence verification, you can apply for a free library card at the Daniel Boone Library. The library card will be mailed directly to you.***
