NEW 2024 - Home Weatherization Grant Program

The City of Columbia is excited to announce the launch of a new Home Weatherization Grant Program to help residents maximize energy savings and increase the value of their homes. The Grant Program provides grants of up to $5,000 to low- to moderate-income home-owners that can be used for insulation upgrades thereby producing savings in energy consumption and utility bills and improving the home’s health, safety and comfort. The full cost of the upgrades will be paid for by the City, with no cost to the resident.
The City entered into a term and supply contract with Nemow Insulation in the fall of 2024 and on October 14, 2024, began accepting applications for the new Home Weatherization Grant Program. The City recently issued a request for proposal for a contractor to provide additional weatherization services, including HVAC and hot water heater services and hopes to expand its Weatherization Grant Program to include these services in the coming months.
To be eligible, the applicant must:
⦁ Have a residential, owner-occupied home located in the City of Columbia.
⦁ Have an annual household income at or below 300% of the Federal Poverty Guideline (see chart below) or be located in a Qualified Census Tract.
⦁ Be the owner of record as shown within the land records on file at the Boone County Assessor’s Office.
⦁ Have and maintain valid homeowner’s insurance on the property.
⦁ Provide all requested documentation within the timeframe provided by City staff.
Follow the steps below to get started:
1. Complete the Application and Participation Agreement. Return by email at weatherizationgrant@como.gov or in person at 11 N. 7th Street, Columbia, MO 65201. Additional information may be required if applicants are eligible for other qualifying energy improvements.
2. City staff will review applications for completeness and participant eligibility within fourteen (14) days. If a waiting list is required, submitted applications shall be placed on a waiting list on a first-come, first-served basis.
3. If staff determines applicant is not eligible, staff will notify applicant by: email (if applicable); or by phone and written letter.
4. If staff determines applicant is eligible, staff will notify applicant of eligibility and will provide applicant contact information to Nemow Insulation to schedule home assessment.
5. Nemow Insulation will schedule and complete an assessment of applicant’s home and develop a scope of work.
